Conflicts of interest exist in situations where public officials have a private interest that affects or can affect the lawfulness, openness, objectivity and impartiality in the exercise of public office.

Expectations of the public

Public expectations regarding the state's efforts to prevent public officials from using private interests and links that compromise officially-made decisions and public administration are growing.

Financial report

In accordance with Article 12 of the Law and Articles 5 and 6 of the Rules of Procedure ("Official of BiH" No. 56/14), all elected officials, holders of executive functions and advisers are obliged to submit a financial report.

Citizens' trust

Inadequately resolved conflicts of interest among officials in public administration potentially influence the weakening of citizens' confidence in public institutions.

ABOUT CONFLICT OF INTEREST

Conflicts of interest exist in situations where public officials have a private interest that affects or can affect the lawfulness, openness, objectivity and impartiality in the exercise of public office. Although the conflict of interest does not constitute ipso facto (by itself) corruption, it is known that conflicts between private interests and the duties of public officials can result in corruption. Public expectations regarding the state's efforts to prevent public officials from using private interests and links that compromise officially-made decisions and public administration are growing. Inadequately resolved conflicts of interest among officials in public administration potentially influence the weakening of citizens' confidence in public institutions.

Commision

ABOUT COMMISION

The Commission for Deciding on Conflict of Interest was established by the Law on Amendments to the Law on Conflict of Interest in the institutions of the authorities of Bosnia and Herzegovina ("Official Gazette of BiH", No. 87/13). The Commission consists of nine members, three of which are members of the House of Representatives and the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina, and the Director and two Deputy Directors of the Agency for the Prevention of Corruption and coordination of the fight against corruption who are members of the Commission according to the position. The President of the Commission must be a deputy - a delegate from the opposition parties. Members of the Commission are appointed by both Houses of the Parliamentary Assembly of BiH on the proposal of the Joint College of both Houses of the Parliamentary Assembly of BiH. The term of office of members of the Commission of Deputies and delegates shall be as long as the convening of the Parliamentary Assembly of BiH appointing them. A member of the Commission who is a deputy delegate may be reappointed at most once.
